About us
The Online Safety Commission (OSC) provides victims of online harms in Singapore a dedicated and easily accessible avenue to seek timely redress.
About the OSC
Online harms can have a serious and lasting impact on victims' safety, well-being and daily lives. The OSC supports the office of the Commissioner of Online Safety established under the Online Safety (Relief and Accountability) Act 2025 (OSRAA), giving victims a clear pathway to report online harm and seek timely relief.
In its first phase of operations, the OSC will deal with five of the most prevalent and severe online harms faced by Singapore citizens and residents:
Intimate image abuse
Image‑based child abuse
Doxxing
Online harassment
Online stalking
With the establishment of the OSC, Singapore becomes one of only a few countries worldwide to have a government agency dedicated to providing timely relief to victims of online harms. This is part of the Singapore Government's ongoing commitment to keeping Singaporeans safe online.

The OSC's Mission
The Online Safety Commission’s mission is to support the Commissioner of Online Safety in bringing relief to persons affected by online harms through an accessible reporting pathway and effective directions to address online harms, thereby promoting a safer online environment for all.
The Commissioner
Mr Francis Ng (黄永吉)
Mr Ng has over 25 years' expertise in public sector legal roles. He has held key positions such as Director (Legal Policy) in the Ministry of Law (MinLaw) and Deputy Chief Prosecutor in the Crime Division of the Attorney-General's Chambers. Before his appointment as the Commissioner of Online Safety, Mr Ng was the Official Assignee and Public Trustee, Official Receiver, Licensing Officer, Registrar of Moneylenders, Registrar of Pawnbrokers and Chief Maintenance Enforcement Officer under MinLaw.

The OSC helps those affected by online harm take action and get the help they need. This includes removing harmful content and limiting or disabling accounts.

Online harm can be deeply distressing. The OSC connects victims and their families with community partners that offer counselling, emotional support and practical help.
