Find out how you can appeal against a reconsidered decision from the OSC.
What is an appeal?
An appeal is an application made to an independent Online Safety Appeal Panel to review a decision that the OSC has made after reconsideration. An Appeal Committee, formed from members of the Appeal Panel, then decides whether to affirm or change the decision.
You can only appeal after you receive the reconsideration outcome from the OSC. To apply for reconsideration instead, click here.
If you appeal, you do not have to attend any hearings. The Appeal Committee will notify you of the outcome.
The Online Safety Appeal Panel
The Online Safety Appeal Panel consists of individuals from academia, society, and industry, across different areas of expertise. The Appeal Panel acts independently of the OSC, and will assess whether a specified online harm had occurred, and whether the reconsidered decision made was proportionate and justifiable.

Who can appeal
You may appeal if you are:
The victim of a case which has gone through reconsideration, or their authorised representative
The recipient of a direction or order that was upheld or given after reconsideration
A prescribed person affected by a direction or order that was upheld or given after reconsideration. These prescribed persons are listed here.
Time limit to appeal
You must appeal within 14 days of the issuance of the reconsidered decision. For example, if the reconsidered decision was issued on 1 September, you must appeal by 15 September.
Appeal fee
You will need to pay a S$200 appeal fee via PayNow or Credit Card before submitting the appeal. You will not be able to complete your submission without making payment.

The case reference number of the reconsidered decision you are appealing, for example, REC-20260629-0001
Your personal information and contact details
The reasons for your appeal
Any other new information or supporting materials, such as screenshots or links to the online harm, or any new posts made online after reconsideration
Important things to know
Any decision, direction or order from the OSC after reconsideration remains in effect while the Appeal Committee reviews your appeal.
The Appeal Committee will assess each appeal carefully, and an appeal does not guarantee a change in decision or outcome.
The Appeal Committee may contact you if more information is needed.
The Appeal Committee may also contact and share information regarding your appeal with other relevant parties in order to arrive at its decision.

Appeal fee
What if I cannot afford the appeal fee?
You may use this form to submit your appeal if you cannot afford the appeal fee. You will need to provide evidence of your financial situation when submitting the appeal, such as documents showing that you are currently receiving government financial assistance.
Your appeal may not be assessed if you submit an appeal without paying the appeal fee. The Chairperson of the Appeal Panel will decide whether to accept your appeal.
Submitting an appeal
What is the case reference number of the reconsidered decision I am appealing against? What should I do if I do not have it?
You can find the case reference number in the emails the OSC sent you during the reconsideration process. This is a string of digits and dashes preceded by “REC”, for example, REC-20260629-0001.
If you are affected by a direction, you can ask the platform or administrator that received the direction for the OSC case reference number.
If you cannot get the OSC case reference number, please contact the OSC at applications@osc.gov.sg.
Can someone else submit an appeal for me?
Yes, you can ask someone else to submit an appeal for you.
If you are below 18 years old, your parent or guardian can submit an appeal for you.
You can also authorise another person to submit an appeal for you. Access the authorisation form here and fill it in together with the person applying for you. The completed authorisation form must be submitted during the appeal application.
My files are too large to upload to the application form. What should I do?
If you cannot upload all your supporting documents or evidence because of file size limits:
Submit your appeal first to get an appeal case reference number via email.
Email the remaining files to secretariat@osraappealpanel.gov.sg with this subject: (Appeal case reference number) – Additional supporting evidence. For example, if your appeal case reference number is APL-260629-00001, the subject should be APL-260629-00001 – Additional supporting evidence.
When naming the files in your email, use this format: (Your full ID number)-N(file number). For example, if your ID number is S1234567A, the name for file 1 should be S1234567A-N001.
Can I submit an appeal after the 14-day period?
Any appeals submitted past the 14-day period will only be accepted by the Chairperson of the Appeal Panel on a discretionary basis.
Please email the Appeal Secretariat at secretariat@osraappealpanel.gov.sg if you wish to submit an appeal past the 14-day period.
Can I withdraw my appeal?
You may withdraw your appeal any time before the Appeal Committee makes a decision. Please email the Appeal Secretariat at secretariat@osraappealpanel.gov.sg with your appeal case reference number (e.g. APL-XXXXXX-XXXXX).
You may not get a refund of the application fee if you withdraw your appeal.
Appeal process
How will I know the appeal outcome?
You will receive the appeal outcome at the email address you provided when submitting your appeal.
If someone else makes an appeal on a case that affects me, will I be notified or contacted for my views?
If you were involved in a case that has gone through reconsideration by the OSC, you will be notified by the Appeal Secretariat if an appeal has been filed by another party on the case. You will be contacted separately if the Appeal Committee requires further information from you to decide the appeal. You will also be notified of the outcome of the appeal.
If you are affected by an earlier OSC reconsidered decision, but believe that the OSC may not have your contact information on file, you may contact the Appeal Secretariat at secretariat@osraappealpanel.gov.sg to share your contact information.
Is it possible to appeal the Appeal Committee’s decision?
Once the Appeal Committee has determined your appeal, that decision cannot be appealed further.
However, if you are the recipient of a direction issued by the Appeal Committee, or a prescribed person affected by such a direction, you may submit a final appeal.
Can I take legal action in court while my appeal is being reviewed?
Yes, you can. Making an appeal and taking legal action in court are two separate processes.
